Why it’s a draw if my opponent ran of time?

My opponent’s clock stopped but I did not win

According to FIDE rules, if a player runs out of time, he loses the game. However, the game may be considered a draw if the opponent cannot checkmate with any of the possible sequences of moves. Please mind that checkmate is possible with both a knight and a bishop, if the opponent has a piece or pawn that can block his king.
